Writing short stories itself is a challenge. Moreover when it comes to write for kids and children, challenges we encounter are simpler words, character development, and very important giving easily understandable but meaningful message to little readers.
Toughest one to answer. Best way, imho, is perhaps to spend more time with kids and their liking. However vivid and loud characterization is key for writing short stories for children. I would also suggest to highlight key attribute of the character repetitively. Name of the character should also be related to the key attribute. Finally, moral or theme of the story should also be highlighted either in title of the story or at the end.
